Dick Flanigan Jr. is a prominent health information technology leader with more than 35 years of experience leveraging data and innovation to transform healthcare delivery. As the current leader of Digital Health KC, he spearheads a community-wide initiative to accelerate the Kansas City region’s position as a global hub for digital health innovation and collaboration.

Dick’s career is defined by his 28-year tenure at Oracle Cerner, where he held pivotal senior management roles including leading Cerner’s largest strategic client relationships. Most notably, from 2014 to 2017, he co-led the acquisition and integration of Cerner’s most significant acquisition, Siemens Health Services. As President of Cerner Health Services, he oversaw operations in a dozen countries and managed a global workforce of over 5,000 associates.

His leadership consistently centered on large-scale operational excellence. He presided over the ITWorks outsourcing business supporting 35 major client organizations and led Cerner’s multidisciplinary COVID-19 Response Team addressing the needs of the global client base. Drawing on this operational depth, he directed the company’s Regulatory Strategy and Policy practices, navigating the complex intersection of federal mandates and digital health technology.

A dedicated advocate for education and community development, Dick serves on the Board of Trustees for Donnelly College (past Board Chair) and the University of Missouri-Kansas City (UMKC). He also shares his expertise with the next generation of healthcare leaders as an Advisory Board Member and lecturer for the Master of Health Administration (MHA) program at George Washington University.
